Bovag: broad political support to avoid connection freeze for small users

There is broad political opposition to a connection ban for small consumers due to grid congestion. This reports industry organisation Bovag after an emergency debate of the Gelderland Provincial Council. According to the organisation, several parties spoke out against such a measure because of the possible social consequences.
In parts of the Netherlands, a connection stop for small consumers is imminent because the high-voltage grid has reached its limits. Especially in the provinces of Gelderland, Utrecht and Flevoland, the electricity grid is under heavy pressure. This could affect companies looking to expand, make them more sustainable or start new operations. Bovag earlier warned Mobility Energy that sufficient capacity is a precondition for the energy transition. “Without sufficient grid capacity, new charging plazas cannot be opened and entrepreneurs have no clarity about starting a car wash or petrol station, for example.”

According to Bovag, around 80 per cent of its members fall under the category of small consumers. That is why the industry organisation, together with business organisation VNO-NCW Midden, took part in the emergency debate in Gelderland. During the debate, the organisations called for measures to prevent SMEs from being affected by a possible connection freeze.
For instance, they argued that small consumers should not be equated with large consumers. They also called for accelerating the expansion of the electricity grid, room for temporary solutions such as batteries and energy-sharing at business parks, structural involvement of entrepreneurs in regional agreements and more clarity for companies on waiting times and possible alternatives.
Broad political support
Bovag says that the urgency of the problem was widely recognised during the debate. Support for a motion to prevent a connection ban for small-scale consumers includes VVD, BBB, CDA, D66, Volt, ChristenUnie, SGP and SP. In addition, the provinces of Gelderland, Flevoland and Utrecht have called on the ministry to accelerate the announced Net Congestion Crisis Act.
A follow-up consultation will follow on 25 March 2026 in which it should become clear what measures can prevent a connection freeze.
