Coalition calls on House of Representatives for fair allocation of municipal land for energy transition

Eleven energy transition companies and organisations have united to form the Land for Change coalition. Last Tuesday, this coalition made an appeal in the Lower House for municipal land to be put out to tender ‘transparently and fairly’ from now on, so that the energy transition can be accelerated.
Ground for Change consists of Fastned, Electra, Vattenfall, the Electric Drivers Association, the Dutch Sustainable Energy Association, Doet, Open State Foundation, Allego, TotalEnergies, Leap24 and Natuur & Milieu. The coalition aims to enable emission-free mobility and keep electric driving affordable and accessible.
The parties ask MPs for clear national rules on how municipalities tender public land for fast charging and other functions that contribute to the energy transition. According to the coalition, an open and fair distribution of municipal land ensures that new providers of charging infrastructure also have a chance. They say this is essential to accelerate the transition to sustainable mobility.
‘Unfair allocation of land’
The call follows an earlier investigation by Fastned, which showed that hundreds of filling stations on municipal land operate on outdated contracts, which often do not even have an expiry date. According to the coalition, many municipalities still work with non-transparent agreements with petrol station operators, giving established parties priority and giving new providers hardly any room to realise facilities for electric driving.
“This leads to a shortage of well-functioning (fast) charging facilities in cities and towns, while the number of electric cars is growing rapidly,” the coalition argues. “Without open and transparent issuance of municipal land, infrastructure lags behind demand.” Land for Change therefore advocates for clear national frameworks so that municipalities can use public land fairly, transparently and future-proofed.
Call for national ground rules
Specifically, the coalition calls for a national roadmap for phasing out fossil fuels, insight into suitable locations for fast charging stations and shared mobility, and open tenders with clear quality requirements and equal opportunities for both existing parties and new players.
The call was received last Tuesday by a standing parliamentary committee on infrastructure and water management. Among those present were Habtamu de Hoop (GL-PvdA), Caroline van der Plas (BBB), Jantine Zwinkels (CDA), Robert van Asten (D66) and Björn Schutz (VVD).
Ground for Change let it be known that in the run-up to the municipal elections this year, it will continue to actively work for the realisation of sufficient facilities for electric drivers.
