Cabinet takes up grant application for public charging infrastructure heavy transport later

The cabinet is accepting grant applications for the Public Charging Infrastructure Heavy Transport Grant Scheme (SPULA) later than previously announced. Because the cabinet’s budget was not approved in early February, subsidy applications will not be processed until March or April.
The Rijksdienst voor Ondernemend Nederland (RVO) announced this on Friday. The Public Charging Infrastructure Heavy Transport Subsidy Scheme (SPULA) will open for new applications on 3 February 2026. The government is making 14.5 million euros of subsidy available for companies so that they can install charging stations for heavy transport to accelerate the rollout of publicly accessible charging locations.
However, according to the RFO, it is questionable whether the subsidy applications submitted as of 3 February can actually be processed on the said date. The Senate has not yet debated the 2026 budget of the Ministry of Infrastructure and Water Management (IenW), and this also applies to the budget of the SPULA 2026 scheme. Until it is approved, the RFO cannot take decisions. ‘We do assess the applications, but we expect that decisions and advances will not be possible until March or April 2026,’ the RFO said.
Series of subsidy schemes
In 2026, the RVO, commissioned by the Ministry of Infrastructure and Water Management, will open a series of subsidy schemes to support entrepreneurs in the transition to zero-emission transport. The schemes will allow entrepreneurs to invest in electric vehicles, hydrogen mobility and charging infrastructure in the Netherlands. The Public Charging Infrastructure Heavy Transport Subsidy Scheme (SPULA) aims to realise publicly accessible charging locations for heavy transport, such as trucks. The scheme contributes to a nationwide network of fast charging facilities, making it easier for electric trucks to charge on the road. Since its first opening in 2024, more than 300 charging stations have already been subsidised through SPULA, across 45 locations. A budget of €14.5 million is available in 2026. The scheme opens on 3 February.
SPRILA: charging stations at companies
The first subsidy scheme to open on 20 January 2026 is the Private Charging Infrastructure at Businesses Subsidy Scheme. The SPRILA supports companies and entrepreneurs to build private charging infrastructure and battery storage. The scheme opens with a budget of €87.5 million. Since the first opening in September 2024, subsidies have been applied for around 12,500 charging stations in the Netherlands. SPRILA application forms have been opened to prepare applications in draft form. This will allow sufficient preparation time before the opening.
Purchase subsidy for Zero-Emission Trucks
The Purchase Subsidy Scheme Zero-Emission Trucks (AanZET) for entrepreneurs who want to buy or financially lease a new, fully emission-free truck will start on 27 January at 09:00. The subsidy amount depends on vehicle category and type of business and is up to €115,200. The total budget is 78 million euros. The RFO treats applications in order of entry by date. The time of submission does not matter. From 21 January, entrepreneurs can prepare their draft application.
SWiM
With the Subsidy Scheme Hydrogen in Mobility (SWiM), the ministry stimulates the development of hydrogen mobility, such as hydrogen filling stations, hydrogen vehicles and logistics applications. In previous openings (2024 and 2025), this has resulted in seven new hydrogen refuelling stations, seven extensions of existing stations and over 700 hydrogen vehicles. For 2026, a budget of €45 million is planned, subject to reservations. The opening is scheduled for spring 2026.
