Outcome auction rental rights State Property 2025: these gas stations go to a new tenant
The 2025 leasehold rights auction held by the State Property Agency on Wednesday 10 September netted the State over 41 million euros. Two of the seven auctioned tank sites will go to new tenants. Shell had a total of almost 31 million euros to secure a new motorway location and keep three.
The annual rental rights auction is about the right to rent the petrol station site for 15 years. During the 2025 edition, seven petrol station sites went under the hammer. There should have been eight, but the auction of ‘Hendriksbos’ on the A28 motorway has been put ‘on hold’ by the State. Two filling station locations will go to a new tenant for the next 15 years: ‘Het Anker’ on the A2 motorway near Born in Limburg and ‘Hoefplan’ on the N9 trunk road in Alkmaar.
Shell had almost 8.4 million euros to add ‘Het Anker’ to its own network. Known regionally as ‘Esso Roosteren’, this petrol station with EG Retail’s Go Fresh bakery and Spar Express will continue under the Shell banner for 15 years. Which will no doubt renew the current shop to the Shell Café formula.
Location ‘Hoefplan’ in Alkmaar will also go to a new tenant. Enviem had more than 2.6 million euros to operate the location for the next fifteen years. Currently still a manned petrol station in BP colours and with an Albert Heijn to go shop, this station will become a TinQ before the end of the year.
Three will remain Shell
The next five petrol sites that came under the hammer will all continue to be leased by the same companies for the next 15 years. To retain location ‘Wellerzand’ on the A6 motorway near Bant in the Noordoostpolder, Shell offered almost 6.2 million euros. Site ‘Maatveld’ on the A20 motorway near Nieuwerkerk aan den IJssel will also remain in Shell’s colours. The oil and gas company had over 10.6 million euros for it and this was the highest bid during the 2025 lease rights auction. ‘Bergh-Zuid’ on the A12 motorway in Babberich in Gelderland, located as the last petrol station before the border with Germany, will also remain in Shell’s hands for the next few years after a highest bid of over 5.7 million euros.
Two unchanged
The last two petrol stations to be auctioned were ‘Broerdijk’ on the A7 motorway in Benningbroek in North Holland and ‘Zalkerbroek’ on the N50 between Kampen and the Hattemerbroek interchange. The Esso service stations at both locations will continue to be leased by EG Retail for the next 15 years as well. The British company had over EUR 4.1 million and over EUR 3.3 million to retain both filling stations, respectively.
On hold
A total of eight filling station locations were to come under the hammer this year, but the auction of ‘Hendriksbos’ on the A28 motorway near Nunspeet, which includes an OK filling station and Hajé restaurant, has been put ‘on hold’ by the State. The sub-leaseholder of the site informed the State Property Agency this spring that it would initiate summary proceedings, claiming the RVB was not authorised to auction the site. Since the ruling of the court on the merits will not be before early 2026, Hendriksbos did not come under the hammer at this point.
During the 2026 rental rights auction, which like this year will be held in the month of September, six tank locations will also come under the hammer. These include well-known motorway locations such as ‘De Paal’ on the A1 near Deventer and ‘Hoogvonderen’ on the A73 near Roermond.
Promoting competition
The State Property Agency has been auctioning off the lease rights of motorway stations and locations along busy N roads since 2002. The government agency does this to promote competition. Indeed, until 2002, the various oil companies or operators had an ongoing contract to rent land for a petrol station along a national highway. Other companies therefore had no chance and thus there was no free competition, was the reasoning.
